The City of Mount Pleasant is accepting bids for resurfacing and roadway improvements to Polk Lane, Total Project Length 1.555 miles. Bids should be submitted by April 13, 2026, at 1:00 p.m. Bids should be submitted in a sealed envelope to the "City of Mount Pleasant, 100 Public Square, P.O. Box 426, Mount Pleasant, TN 38474.” Each envelope should be plainly marked with “Bid – Polk Lane – Resurfacing & Roadway Improvements.” Bids will be opened publicly and read aloud at that time.
The work for which bids are to be submitted consists of furnishing all labor and materials and performing all work required for the resurfacing and roadway improvements to Polk Lane described herein and as specified in the plans. The City of Mount Pleasant reserves the right to reject any and/or all proposals, to waive technicalities or informalities, and to accept any proposals deemed to be in the best interest of the City of Mount Pleasant. No bid shall be valid unless signed. No bid shall be accepted by FAX machine.
All bidders must have a current Tennessee Contractor’s License. Contractors must demonstrate compliance with Tennessee Code Annotated, Title 62, Chapter 6, Paragraph 119 by providing evidence of a license in the appropriate classification before your bid can be considered. The failure of any bidder to comply with all of the provisions of TCA § 62-6-119 shall disqualify such bid.
All bidders shall include the license number, expiration date thereof, and license classification of the bidding contractor and sub-contractor on the outside of the envelope containing the bid; otherwise, the bid shall not be opened or considered. No award of any contract will be made to any firm or individual that is currently debarred by the State of Tennessee or the Federal Highway Administration.

The City of Mt Pleasant has applied for Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funding through the Tennessee Emergency Management (TEMA) as a sub-recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Proposed Work and Purpose:
The City of Mt Pleasant is seeking funding to allow the purchase and install for a new 100KW, fixed, natural gas-powered backup generator with an automatic transfer switch for the Community Center located at 501 Gray Lane, Mt. Pleasant, TN, 38474 (GPS 35.546409, -87.206569). The generator will operate and control the entire facility during extended power outage situations. The backup generator will be placed on a concrete pad with an enclosure constructed for protection from wind and flying debris.
Power failure at this critical facility is significant because the community center serves as a shelter, distribution center, TCAT Center, Senior Center, and TEEN Watch After School Program. When the power is out this facility can't function as a crucial service to the citizens of Mt Pleasant.
The purpose of the backup generator will be to provide emergency power during a disaster or extended power outage for continuity of operations to provide crucial services for the citizens health and safety. The project will meet NENA and NFPA 110 compliance.
Project Alternatives:
Alternative #1 (no action alternative):
Taking no action would result in the Community Center not being able to fully function to support the Community during an event as a shelter. No action is not an option because it does not provide for the health and safety for the citizens of Mount Pleasant.
Alternative #2:
Alternative action would require a need to contract for a rental generator to be placed on the facility and connected by a certified electrician creating a greater cost and this can be a problem for on-demand in an emergency to provide in a timely manner to make the shelter functional for the citizens.

The Mount Pleasant Planning Commission will conduct a public hearing on Tuesday April 14., 2026 at 6:00 PM to review and discuss proposed amendments to the Mount Pleasant Zoning Ordinance pursuant to Section 4.7. The proposed amendments include the addition of a large‑lot zoning district, addition of a Planned Unit Development (PUD) provisions, updates to the annexation section, and various miscellaneous edits.
